Health technology assessment

Health technology assessment (HTA) allows EU Member States to provide a scientific evidence base for decisions on pricing and reimbursement of medicinal products and medical devices. Increased use of joint assessments at EU level, as proposed by the Commission in its proposal, is intended to improve the functioning of the internal market in HTA and access to medicines. Current level of voluntary HTA cooperation by the Member States is not seen as adequate by any of the parties involved, but differences remain on how deep the increased cooperation should be, with the Member States remaining adverse to the idea of mandatory cooperation but patient organisations and industry seeing it in a more positive light.
